The French Consulate General in Bamako remains competent for the whole of Mali and can draw up or transcribe civil status records. But most procedures are now handled by post, which changes the way a file must be prepared.
Birth
- Transcription of the Malian birth certificate is free, is requested by post and, according to the consulate, takes “several weeks”.
- Key documents: original literal copy of the Malian certificate (“volet n° 3”), delivery certificate, family composition forms; for a child born outside marriage, the certificate of French nationality of the French parent.
- Beware: the consulate’s page contradicts itself on the time limit for declaring a birth (15 days in the general section, 30 days in the Mali section). It is safer to act within 15 days or to go through transcription.
Marriage
- The Malian authorities require the certificate of capacity to marry (CCAM).
- The file is sent by post, at least 12 weeks before a marriage before the Malian authorities.
- An interview is possible, with a possible referral to the public prosecutor in Nantes; transcription takes “several weeks”.
PACS, divorce, death, surname and first name
- A PACS can be registered in Bamako: file at least 2 weeks in advance, then an appointment for both partners.
- A Malian divorce must be declared enforceable by the public prosecutor in Nantes.
- A death is declared by appointment; transcription is done by post.
- For a change of surname, an application by email is inadmissible: submission at the counter or by post, then personal appearance.
Visa for France from Mali
- Applications are decided by the visa section of the French Consulate General in Bamako.
- Files are submitted by appointment at the Capago centre in Bamako.
- Published indicative processing time for a long stay: four months.
If your visa is refused, the appeal is the same for every country: within 30 days, before the CRRV for a long-stay visa or before the Deputy Director for Visas for a short stay, then before the Administrative Court of Nantes.
