You live in Côte d’Ivoire or Liberia and your family includes a French national? French civil status procedures are handled by the French Consulate General in Abidjan, which also covers Liberia. Here are the rules it publishes, and the points that cause files to fail.
Birth: register with the Ivorian town hall first
- The birth can be declared at the consulate within 30 days, by appointment. After that, you must apply for transcription of the Ivorian certificate.
- Specific to Abidjan: the consulate asks parents to declare the birth to the Ivorian authorities first, to avoid discrepancies between the two civil status records.
- Key documents: original full copy of the Ivorian certificate (less than 3 months old for a transcription), delivery certificate, health record of mother and child, supplementary judgment where applicable.
- The consulate warns that any incomplete file is refused and returned.
Recognition of a child
The consulate may call the parents to an interview to check that the recognition is genuine, and reminds that a fraudulent recognition is a criminal offence. It recommends recognising the child before birth.
Marriage: certificate of capacity (CCAM) and transcription
- According to the consulate, the certificate of capacity to marry (CCAM) takes from several weeks to several months: do not book anything before obtaining it.
- The file is submitted by appointment; the banns are published for 10 days; an interview is possible and, in case of doubt, the file is sent to the public prosecutor in Nantes.
- A marriage celebrated without a CCAM can be transcribed, but these applications are not treated as a priority.
Civil partnership (PACS), divorce and death
- A PACS can be registered in Abidjan, but the Ivorian authorities do not recognise it.
- A divorce granted in Côte d’Ivoire must be declared enforceable by the public prosecutor in Nantes before it can be recorded on your French records.
- A death must first be declared to the Ivorian town hall within 15 days. The consulate requires the full copy of the certificate: a simple extract cannot be used under French law.
Visa for France from Côte d’Ivoire
- Applications are examined and decided by the French Consulate General in Abidjan, which also handles residents of Liberia.
- Files are submitted by appointment at the VFS Global centre in Abidjan (Zone 3).
- Published indicative processing times: 10 to 15 days for a short stay, one month for a long stay, and several months when a civil status record must be verified.
If your visa is refused, the appeal is the same for every country: within 30 days, before the CRRV for a long-stay visa or before the Deputy Director for Visas for a short stay, then before the Administrative Court of Nantes.
